Islamov reported on the implementation of the indicators of scientific, innovative and publication activity by the Kazan State Medical University
The first Vice-rector L. M. Mukharyamova proposed a draft decision on the report of the Vice-Rector D. I. Abdulganieva, Chairman of the Permanent Commission of the Academic Council for Science R. R. Islamov on Scientific Cooperation of the Kazan State Medical University within the framework of the development strategy of the Kazan State Medical University, taking into account the discussion by the members of the Academic Council.
Vice-Rector D. I. Abdulganieva, heads of departments were invited to strengthen cooperation with Russian scientific and educational organizations classified in the first or second categories, leading scientists of Russia and abroad with the conclusion of agreements on scientific cooperation.
The head of the International Department, M. A. Mukhamedyarov, should intensify the conclusion of contracts with foreign partner universities that are included in one of the global institutional (general) and (or) subject (industry) ratings of Academic Ranking of World Universities, QS World University Rankings, Times Higher Education World University Rankings, and foreign scientific organizations that are included in the international rating of SCImago Institutions Rankings.
The Scientific Department and the Innovative projects and programs Department need to create a Commission to evaluate research and development, as well as innovative projects, taking into account the levels of readiness of technologies for use in practice , including with the involvement of representatives of development institutions, organizations of the real and financial sectors of the economy.

The proposed work is devoted to a socially significant problem of modern healthcare – providing medical care to children with cardiovascular diseases in the Republic of Tatarstan. Cardiovascular diseases are recognized by the world community as a problem that has reached the scale of a pandemic. Scientific epidemiological studies both in Russia and around the world constantly demonstrate the global prevalence of heart and vascular diseases in all age groups.
The experience of economically developed countries shows that the main condition for improving health and increasing life expectancy of the population is the prevention, diagnosis and treatment of cardiovascular diseases in childhood. The high level of mortality from cardiovascular diseases among the population is a feature of the medical and demographic situation in Russia at the end of the 20th century, 3 times higher than in the United States, Japan and Western Europe, including the average child population. Over the past decades, along with a decrease in all-cause mortality in children under 14 years of age, mortality from circulatory diseases has increased, and from congenital heart defects has remained at the same level. These unfavorable trends were typical for all age groups of the child population, including among newborns (infant mortality).
The current situation dictated the need to recognize early diagnosis and improve treatment and preventive care for children with cardiovascular diseases, a priority area of children's health in Russia.
The results of the team's work are presented by the defense of 7 dissertations. Research is being conducted on 20 topical scientific topics related to the issues of cardiovascular disorders in children. In the period from 2000 to 2020, the staff presented their work at more than 200 scientific and practical events (congresses, conferences, scientific symposiums, teleconferences, master classes), including foreign ones-88 - thVirtualCongressofEuropeanAtherosclerosisSociety(EAS2020), the Congress of the European Society of Cardiology (ESC2020) and many others. In 2015, the Republic of Tatarstan won the right to host the All-Russian seminar dedicated to the memory of Professor N. A. Belokon, the founder of pediatric cardiology in the Russian Federation. In the period from 2000 to 2020, 293 scientific papers were written and published, including 30 publications in foreign sources. 13 monographs, 9 patents were issued, 8 teaching aids and methodological recommendations were prepared and published, among them: 1 recommended UMO for medical and pharmaceutical education of Russian universities.
On the basis of the Department of Hospital Pediatrics of the Kazan State Medical University, programs of advanced training and professional retraining for doctors in the specialty "Pediatric Cardiology" have been developed and implemented. Over the past ten years, more than 3 thousand doctors have been trained.
In order to improve the professional competence of a doctor in the diagnosis and provision of emergency medical care in children, the Ministry of Health of the Republic of Tatarstan, together with Kazan State Medical University, approved the Republican Target Program " Current sections of Emergency Pediatrics "(Order No. 277 of 15.02.2019), which became the winner of the VII All-Russian award in the field of perinatal medicine "First Persons "in the category" Educational Project of the Year "and also received a Diploma of the 50 best innovative ideas for the Republic of Tatarstan in the category"Innovations in Education".
The Republic of Tatarstan has become a leading Russian center of innovative pediatric cardiology, replicating its experience not only in Russia, but also in foreign countries (it was the prototype of the formation of a children's cardiology service in Uzbekistan, Kazakhstan, where specialists from medical institutions of the Republic of Tatarstan and other regions of the Russian Federation constantly come to exchange experience and train.
The Academic Council of KSMU at a meeting on February 26, 2021 recommended the work "Development and implementation of innovative technologies for early diagnosis of cardiovascular diseases in children in the Republic of Tatarstan"for participation in the competition for the State Prize of the Republic of Tatarstan in the field of science and technology in 2021.
The results of the systematic work led to a decrease in infant mortality from 18.7% to 4.0% and disability of the child population from circulatory diseases and congenital heart defects from 12.3 % to 8.1%.
